I work for EDS, and am US based. I have been involved in software testing now for almost 5 years. The most popular certification within this company and its software testing specialists is the CSTE. I would think you could make arrangements with them to take the CSTE no matter where you are. The miracle of technology and its ability to connect to remote locations makes this possible.

they currently only offer one sitting for cste on the east coast proper (baltimore, md) and guess what, you've missed the deadline.
closest for the 4/17 deadline is either florida or chicago, depending on where you are at

29 in india though.

The iseb test is internationally the equiv, but no letter to put after your name...

Being in Europe I think one should go ahead with ISTQB which is equal to CSTE.
